style=\"color:#ff0000\"><strong><em>Apr\u00e8s avoir pass\u00e9 en revue le statut des jeunes 16-25 ans et leurs pratiques Internet;\u00a0 apr\u00e9s avoir compar\u00e9 leurs comp\u00e9tences informatiques avec les attentes des \u00e9coles, des entreprises et de la soci\u00e9t\u00e9 en g\u00e9n\u00e9ral;\u00a0 apr\u00e8s avoir constat\u00e9 qu&rsquo;un d\u00e9calage important existe entre ces comp\u00e9tences et ces attentes, quelles mesures peut-on proposer afin d&rsquo;aider ces jeunes \u00e0 combler ce foss\u00e9 qui s\u00e9pare les pratiques ludiques ou sociales du Net des exigences du monde du travail ?<\/em><\/strong><\/span><\/p>\n<h2 style=\"text-align:left\"><span style=\"color:#ff0000\"><strong><em>Les jeunes exclus des programmes&#8230;<\/em><\/strong><\/span><\/h2>\n<h2 style=\"text-align:right\"><span style=\"color:#ff0000\"><strong><em>d&rsquo;inclusion informatique !<\/em><\/strong><\/span><\/h2>\n<p style=\"text-align:justify\">Il existe en Belgique, <strong><em><span style=\"color:#ff0000\">un plan d&rsquo;action national de lutte contre la fracture\u00a0 num\u00e9rique<\/span>. <\/em><\/strong>Ce plan, pr\u00e9vu pour la p\u00e9riode 2005-2010, a fait l&rsquo;objet d&rsquo;une \u00e9valuation interm\u00e9diaire en juillet 2007<\/p>\n<p style=\"text-align:justify\">Il se divise en trois axes qui, tous, s\u2019adressent aux jeunes scolaris\u00e9s.\u00a0 Le rapport d\u2019\u00e9valuation souligne l\u2019effort vers les publics scolaires d\u00e9favoris\u00e9s, mais met aussi en exergue le manque d\u2019outils p\u00e9dagogiques des enseignants.\u00a0 Il souligne \u00e9galement \u201cles manques structurels importants souvent constat\u00e9s en mati\u00e8re d\u2019inscription des ces apprentissages dans les programmes de formation des \u00e9coliers et des \u00e9l\u00e8ves\u201d.<\/p>\n<p style=\"text-align:justify\">Ces mesures sont les seules qui s\u2019adressent au public jeune en Belgique.<\/p>\n<p style=\"text-align:justify\"><a href=\"https:\/\/i0.wp.com\/format30.com\/wp-content\/uploads\/2010\/02\/boy-computer-s.jpg?ssl=1\"><img height=\"233\" \/><\/a><\/p>\n<p style=\"text-align:justify\">En Grande-Bretagne, le gouvernement a mis sur pied en 2008 un programme intitul\u00e9 Delivering Digital Inclusion. \u00a0C\u2019est le seul en Europe qui tienne \u00a0compte des jeunes en e-exclusion&#8230;<\/p>\n<p style=\"text-align:justify\">Ce plan consid\u00e8re que les groupes \u00e0 risques sont les jeunes qui ne sont ni \u00e0 l\u2019emploi, ni en formation scolaire ou qui suivent un enseignement sp\u00e9cial.\u00a0 Il estime que, sans mesures particuli\u00e8res, ces jeunes seront en difficult\u00e9s pour communiquer avec leurs pairs, qu\u2019ils manqueront des opportunit\u00e9s de communication et rencontreront des obstacles sur un march\u00e9 du travail de plus en plus d\u00e9pendant des nouvelles technologies.<\/p>\n<p style=\"text-align:justify\"><strong>Il recommande donc\u00a0:<\/strong><\/p>\n<p style=\"text-align:justify\">De mieux exploiter les TIC pour les travailleurs sociaux et les \u00e9ducateurs qui travaillent avec les jeunes.<\/p>\n<p style=\"text-align:justify\">De renforcer le programme Home Access qui permet l\u2019acquisition de mat\u00e9riel et de connexion \u00e0 des conditions avantageuses, avec priorit\u00e9 pour les familles comprenant des enfants de moins de 18 ans.\u00a0 Avec, en compl\u00e9ment, un programme d\u2019assistance aux parents.<\/p>\n<p style=\"text-align:justify\">D\u2019encourager les entreprises \u00e0 cr\u00e9er davantage de postes d\u2019apprentis afin de donner l\u2019occasion aux jeunes de se familiariser avec l\u2019informatique des entreprises.\u00a0 De d\u00e9velopper en parall\u00e8le les industries cr\u00e9atives qui peuvent mieux tirer parti du potentiel cr\u00e9atif de ces jeunes.<\/p>\n<p style=\"text-align:justify\">Promouvoir un accompagnement individualis\u00e9 des jeunes qui veulent d\u00e9velopper leurs capacit\u00e9s informatiques.<\/p>\n<p style=\"text-align:justify\">Les autres rapports nationaux mettent surtout l\u2019accent sur les dangers d\u2019Internet (France) ou sur les difficult\u00e9s d\u2019acc\u00e8s, mais pas d\u2019usage (Suisse, Pays-Bas).<\/p>\n<p style=\"text-align:justify\">En Belgique, certains rapports pr\u00e9conisent des mesures comme une meilleure utilisation des TICS par les organisations de jeunesse et la promotion par les fournisseurs d\u2019acc\u00e8s de sites de qualit\u00e9 pour la jeunesse.<\/p>\n<p style=\"text-align:justify\">Un rapport pour le Conseil de l\u2019Europe propose de mieux d\u00e9finir les r\u00f4les respectifs des \u00e9tats et des fournisseurs d\u2019acc\u00e8s .\u00a0 Il sugg\u00e8re aussi d\u2019impliquer les jeunes dans le reformatage de donn\u00e9es \u00e0 destination des jeunes et de leur offrir un soutien sp\u00e9cifique afin de mieux maitriser l\u2019information et les usages TIC de l\u2019\u00e9cole et de l\u2019entreprise.<\/p>\n<h2 style=\"text-align:center\"><span style=\"color:#ff0000\"><em><strong>Les attentes sp\u00e9cifiques des acteurs de terrain<\/strong><\/em><\/span><\/h2>\n<p style=\"text-align:justify\">Il faut conscientiser le secteur de l\u2019aide \u00e0 la jeunesse du besoin d\u2019accompagnement des jeunes afin qu\u2019ils puissent s\u2019approprier les usages informatiques en vigueur dans le monde scolaire et \u00e9conomique.<\/p>\n<p style=\"text-align:justify\">Les travailleurs sociaux insistent sur la n\u00e9cessit\u00e9 d\u2019organiser une vaste campagne de sensibilisation aupr\u00e8s des instances responsables de l\u2019\u00e9ducation et du bien-\u00eatre des jeunes sur les th\u00e8mes suivants\u00a0:<\/p>\n<ul>\n<li>Les d\u00e9ficiences des jeunes en mati\u00e8re d\u2019informatique<\/li>\n<li>Les cons\u00e9quences sur leur d\u00e9veloppement personnel et social<\/li>\n<li>La n\u00e9cessit\u00e9 d\u2019incorporer la formation des jeunes aux TIC aux missions d\u00e9volues \u00e0 ces instances.<\/li>\n<\/ul>\n<p style=\"text-align:justify\">Il faudrait \u00e9galement int\u00e9grer ces TIC \u00e0 la formation professionnelle des intervenants sociaux en contact avec les style=\"text-align:justify\">Lors de la construction de ces modules de formation \u00e0 destination des jeunes, il faut tenir compte de la dimension sociale et identitaire des usages internet des 16-25 ans afin de remporter leur adh\u00e9sion et d\u2019y amener un contenu susceptible de les former aux usages plus techniques de l\u2019\u00e9cole et de l\u2019entreprise.<\/p>\n<p style=\"text-align:justify\">Les infrastructures TIC devraient \u00eatre incorpor\u00e9es \u00e0 un environnement qui met les jeunes en confiance et respecte leur vie priv\u00e9e, ce qui ne semble pas \u00eatre le cas dans les structures classiques. Ces espaces num\u00e9riques devraient \u00eatre \u00e0 m\u00eame d\u2019offrir un accompagnement personnalis\u00e9 aux jeunes.<\/p>\n<p style=\"text-align:justify\">Les m\u00e9dias et les institutions devraient \u00e9galement adopter un discours plus \u00e9quilibr\u00e9 sur Internet, ses risques et opportunit\u00e9s.<\/p>\n<address>\u201cLa valeur ajout\u00e9e des TIC pour le d\u00e9veloppement personnel et les opportunit\u00e9s professionnelles des jeunes doit \u00eatre mieux mise en avant.\u201d<\/address>\n<p style=\"text-align:justify\">Les concepteurs de sites web devraient \u00e9galement adapter leur communication aux jeunes (simplification des formulaires, en ligne par exemple).<\/p>\n<h2 style=\"text-align:center\"><span style=\"color:#ff0000\"><em><strong>Mesures et recommandations<\/strong><\/em><\/span><\/h2>\n<p style=\"text-align:justify\">Cette \u00e9tude a d\u00e9montr\u00e9 que, loin d\u2019\u00eatre une population homog\u00e8ne, cette classe d\u2019\u00e2ge 16-25 ans pr\u00e9sente une physionomie tr\u00e8s diversifi\u00e9e.<\/p>\n<p style=\"text-align:justify\">Les mesures propos\u00e9es seront donc aussi tr\u00e8s vari\u00e9es et tr\u00e8s sp\u00e9cifiques.<\/p>\n<p style=\"text-align:justify\">La notion d\u2019off line doit \u00eatre \u00e9largie.\u00a0 Il y a peu de jeunes vraiment non-connect\u00e9s, mais les usages et les comp\u00e9tences sont de qualit\u00e9 tr\u00e8s variables. Il s\u2019agit de situations individuelles probl\u00e9matiques dans lesquels les structures familiales et les obstacles culturels et\/ou cognitifs p\u00e8sent davantage que les in\u00e9galit\u00e9s socio-\u00e9conomiques.<\/p>\n<p style=\"text-align:justify\">S\u2019il existe un d\u00e9calage g\u00e9n\u00e9ral entre les comp\u00e9tences informatiques des jeunes et les attentes de l\u2019\u00e9cole et de l\u2019entreprise, c\u2019est d\u2019autant plus vrai pour les jeunes en situation de quasi-d\u00e9connexion.<\/p>\n<p style=\"text-align:justify\">Pour aller au-del\u00e0 des comp\u00e9tences de base, il faut de la pratique\u00a0; pratique qui manque \u00e0 ses jeunes du fait de la quasi-d\u00e9connexion.<\/p>\n<p style=\"text-align:justify\"><span style=\"color:#ff0000\"><em><strong>Les auteurs de l\u2019\u00e9tude recommandent donc\u00a0:<\/strong><\/em><\/span><\/p>\n<p style=\"text-align:justify\"><span style=\"color:#ff0000\"><em><strong><br \/>\n<\/strong><\/em><\/span><\/p>\n<p><span style=\"color:#ff0000\"><em><strong>Aux autorit\u00e9s f\u00e9d\u00e9rales ou r\u00e9gionales\u00a0:<\/strong><\/em><\/span><\/p>\n<p style=\"text-align:justify\">D\u2019accorder une place plus importante aux jeunes dans les programmes d\u2019inclusion num\u00e9rique.<\/p>\n<p style=\"text-align:justify\">De lancer une vaste \u00e9tude sur les pratiques num\u00e9riques des jeunes afin de disposer d\u2019une analyse quantitative suffisamment fine pour d\u00e9velopper des actions pertinentes.<\/p>\n<p style=\"text-align:justify\">De mettre davantage l\u2019accent sur ce qui peut favoriser l\u2019int\u00e9gration des jeunes dans les espaces num\u00e9riques.<\/p>\n<p style=\"text-align:justify\">De ne pas fournir de mat\u00e9riel recycl\u00e9 aux jeunes dont les usages TIC n\u00e9cessitent des ordinateurs multim\u00e9dia.<\/p>\n<p style=\"text-align:justify\">De promouvoir de vrais \u00ab\u00a0tarifs jeunes\u00a0\u00bb, notamment pour ceux qui sont \u00e0 l\u2019\u00e9cole ou en recherche d\u2019emploi.<\/p>\n<p style=\"text-align:justify\"><a style=\"text-align:justify\">D\u2019int\u00e9grer une formation aux TIC dans la formation professionnelle des intervenants sociaux afin qu\u2019ils utilisent de fa\u00e7on pertinente ces ressources technologiques dans leur travail aupr\u00e8s des jeunes.<\/p>\n<p style=\"text-align:justify\">De promouvoir dans\u00a0l\u2019enseignement secondaire, les pratiques qui permettront aux jeunes de d\u00e9passer les usages exclusivement sociaux et identitaires des jeunes afin de leur ouvrir l\u2019acc\u00e8s au monde du travail.<\/p>\n<p style=\"text-align:justify\">De faciliter une meilleure convergence entre l\u2019\u00e9ducation aux m\u00e9dias et la formation informatique dispens\u00e9e dans les \u00e9coles.<\/p>\n<p><span style=\"color:#ff0000\"><em><strong>Aux services d\u2019aide \u00e0 la jeunesse\u00a0:<\/strong><\/em><\/span><\/p>\n<p style=\"text-align:justify\">Utiliser davantage les nouveaux m\u00e9dias dans le travail avec les jeunes.<\/p>\n<p style=\"text-align:justify\">Sensibiliser les travailleurs sociaux aux usages TIC des jeunes.<\/p>\n<p style=\"text-align:justify\">Donner aux intervenants sociaux les outils n\u00e9cessaires afin d\u2019\u00e9tablir avec les jeunes une relation d\u2019\u00e9change de connaissances et de savoir-faire et non de tutorat.<\/p>\n<p><span style=\"color:#ff0000\"><em><strong>Aux organisations de jeunes\u00a0:<\/strong><\/em><\/span><\/p>\n<p style=\"text-align:justify\">De sensibiliser leurs animateurs aux pratiques de l\u2019internet par les jeunes afin de comprendre leurs usages et de leur permettre d\u2019aller au-del\u00e0.<\/p>\n<p style=\"text-align:justify\">De tirer opportunit\u00e9 de leurs sites web pour encourager les jeunes \u00e0 produire leur propre information.<\/p>\n<p><em><strong><span style=\"color:#ff0000\">Au concepteurs de services en ligne\u00a0:<\/span><\/strong><\/em><\/p>\n<p style=\"text-align:justify\">De concevoir des liens entre les m\u00e9dias sociaux et les services en ligne afin que l\u2019exp\u00e9rience multit\u00e2ches des jeunes se transforme en multi-univers.<\/p>\n<p><span style=\"color:#ff0000\"><em><strong>Aux dirigeants d\u2019entreprises et aux recruteurs\u00a0:<\/strong><\/em><\/span><\/p>\n<p style=\"text-align:justify\">De tenir compte du d\u00e9calage entre les usages des jeunes et des attentes des entreprises\u00a0; de fournir aux jeunes des formations qui leur permettent de passer de l\u2019un \u00e0 l\u2019autre.<\/p>\n<p style=\"text-align:justify\">De mettre en place des dispositifs de communication qui prennent mieux en compte les comp\u00e9tences num\u00e9riques des jeunes.<\/p>\n<p><em><strong><span style=\"color:#ff0000\">Aux journalistes et m\u00e9dias\u00a0:<\/span><\/strong><\/em><\/p>\n<p style=\"text-align:justify\">D\u2019adopter une position critique face au mythe de la g\u00e9n\u00e9ration des \u00ab\u00a0natifs num\u00e9riques\u00a0\u00bb qui ne peut qu\u2019accroitre les difficult\u00e9s, voire le sentiment de marginalisation de certains jeunes.<\/p>\n<p style=\"text-align:justify\">De participer \u00e0 la mission d\u2019\u00e9ducation permanente des m\u00e9dias en travaillant sur la capacit\u00e9 de d\u00e9cryptage de l\u2019information des jeunes et de leurs parents.<\/p>\n<p
